The report found discrepancies in choosing consultants for broadcasting rights and sponsorship deal with the Melbourne-based firm, Sports Marketing and Management (SMAM), which was awarded the deal at a very cheap price.
The CAG report has also mentioned that a firm called Maxxam International, who has raised questions on the procedures adopted for the Queen's Baton Relay, held in London last year. The report also has found that OC violated norms by giving Ernst and Young consultancy contract of Rs 22.36 crore and ignoring PWC bid.
However, the report was based on an inspection of the CWG Organising Committee (OC) conducted by field officers between November 2009 and January 2010. Meanwhile, this is only an interim report and the final report may or may not differ. It was reportedly sent to the Commonwealth Games Organizing Committee for its comments.
The interim report poses a challenge to Commonwealth Games Organising Committee chairman Kalmadi, who has vociferously defended himself, and even said he was open to an investigation either by the CAG or the judiciary.
